Strategic Immunization Geotemporal Mapping Application (SIGMA), is an easy to use web-based tool to help various decision makers in the disease control and immunization world. SIGMA forecasts temporal demand for different vaccines in a country, in different parts of the country, and for each immunization location. In the specific use case for the grant, the tool determined the number and characteristics of women and children that are reachable and not reachable by current immunization locations and strategies in any given country. It planned the locations and operating characteristics of various immunization strategies (e.g., outreach, campaigns, and other hybrid strategies) that were needed to supplement the fixed immunization locations. SIGMA then helped estimate the costs and cost-effectiveness of different immunization strategies. As a planning tool, SIGMA demonstrated how robust these answers and solutions are to varying conditions (e.g., population migration, birth rates, compliance with immunization). SIGMA is an innovative combination of geographical information systems (GIS) technology and various economic and modeling analytics specific to immunization that can be readily used by key stakeholders to assist in locating hard to reach populations and developing strategies to reach them are crucial to disease eradication, elimination, and reduction efforts in malaria, polio, HIV, tuberculosis, pneumonia, enteric diseases, and various other diseases. SIGMA can help product delivery by introducing more strategic and evidence-based approaches to placing locations and planning outreach and campaigns.

VSolvit added a data repository, multi-dimensional data aggregation, improved presentation capabilities, and performance improvements required due to increased utilization, customer demand for comprehensive products in a timely manner, and requirements for advanced analysis. VSolvit provided the most cost effective and timely approach to achieving the required capabilities. This solution was to augment the existing Material Readiness Database (MRDB) Oracle 11g database with Oracle Business Intelligence Enterprise Edition 11g (OBIEE). Multiple tools and technologies in the support of the current MRDB Technical Refresh Project include: Oracle Business Intelligence Enterprise Edition, Oracle Data Integrator, Oracle Business Intelligence Interactive Dashboards, Oracle Answers, Oracle Delivers, Oracle Publisher, Oracle Disconnected Analytics, TOAD, ERWIN Data Modeler, Oracle Database 11g Enterprise Edition, Oracle Access Manager, Pl/Sql, SQL Developer, Web Catalog and IBOTS. The USDA – RD engaged VSolvit for technical help supporting the design and development of their Geospatial program. To provide needed support for existing programs, the objective was set to develop a Geospatial program to provide advanced analytics, reporting and integration capabilities. VSolvit provided the technical expertise to support the design and development of the Geospatial program in the form of systems engineering, requirements analysis, testing, evaluation, and web application development. VSolvit built an Enterprise GIS platform providing geospatial capabilities to support Rural Developments grants, loans and combination grant/loan programs. Working with ArcGIS 10 server, Oracle 11GR2, ArcSDE and geodatabases, along with web mapping applications, the Geospatial program can consolidate data from diverse systems, and can potentially be used as an important decision and disaster support system.

VSolvit is responsible for end to end development and production of Enterprise Information Technology (IT) and Geospatial Information Systems (GIS) supporting HUD’s Policy Development and Research (PD&R) Program office. This project involves multiple different roles and functions supported by VSolvit such as overall project management, requirements/analysis, design, development, deployment, and testing. The VSolvit Team supports HUD's Project Planning and Management life cycle process and assists or creates various project deliverables such as project plan documentations, risk analysis, change management, and quality assurance. We ensure compliance with federal and industry standards on all products created. VSolvit created and maintained development, staging, and production environments by leveraging the cloud. VSolvit collaborates with subject matter experts to understand and analyze the functional requirements for the Affirmatively Furthering Fair Housing Tool (AFFHT) application. We analyze the requirements to determine the optimal balance between customizing and configuring functionality on the HUD ERP platform (Esri’s ArcGIS Server) versus developing new functionality on the platform. VSolvit provides GIS and IT product development and technical support to HUD’s PD&R group. VSolvit designed, developed, and deployed an initial prototype web-based tool. The AFFHT mapping tool will play a critical ancillary role in helping HUD and its grantees achieve the goals of the updated AFFH policy. VSolvit hosts the prototype on the cloud and performs functional requirements analysis, design, development, and deployment of a full production release of the AFFHT. VSolvit will perform migration of data into business systems, and integrate the application to HUD’s environment. VSolvit will provide training and other technical assistance to ensure effective use of the tool by grantees and housing authorities. During both the prototype phase and production phase, VSolvit will maintain a help desk level 1 & level 2 to ensure all feedback and challenges are documented.

VSolvit developed a custom software development life cycle program for the Enterprise Geospatial Management Office (EGMO). VSolvit conducted the following: program analysis, system architect, development, data management, testing, and evaluation for various geospatial projects. Geospatial information products and Geographic Information Systems (GIS) solutions are required immediately to describe, implement, monitor, and sustain the USDA staff mission. VSolvit developed solutions using maps, charts, data layers, and technology, global position system (GPS), geographic information system , Geospatial cloud-based platform development, internet based mapping solutions, mapping, geodatabases, and geocoding. We provide daily data management activities including data creation, data conversion, data processing, geocoding, documentation (metadata), and data sharing and developed and manage a repository for EGMO GIS Portal and management of EGMO’s geodatabase. This portal allows end-users to see available datasets and allows this information to be used as a decision support tool which cuts down on redundancy datasets, thereby saving time, money, and resources for the USDA.
